I personally like to use sync features to backup my pictures but I don't like to display albums from another sources(including with Picasa web albums) because sync process-especially if it contains lot of pictures-sometimes makes the phone slower or even crash when opening Gallery app.

FYI, given Picasa albums come from another source, then to remove it you need to disable sync process between your phone and Picasa web albums and then clear the Gallery app data.
